BIR revokes "out-of-district" filing
Beginning April 13, 2010, out-of-district filing of 2009 annual income tax returns without penalty is not anymore allowed. Hence, please make sure that you file your returns in an authorized agent bank (AAB) within the jurisdiction of the Revenue District Office (RDO) where you are registered.
In Bank Bulletin No. 19-2010, the Commissioner of Internal Revenue (CIR) revoked a previous authority for banks to accept out-of-district filing for 2009 annual income tax returns without penalty. This was prompted by various problems being encountered in the handling of physical returns and crediting of the tax collections to the RDOs.
Since the revocation takes effect only beginning April 13, 2010, those returns that have already been filed out-of-district from April 5 to April 12 shall still be exempt from penalties. If you availed of out-of-district filing, you are well advised to keep on file a copy of Bank Bulletin No. 11-2010 that authorized the out-of-district filing for 2009 returns.
